Mr. Dougherty began writing about Sheriff “Joe” in 1993 soon after Arpaio took office, set up a “tent city” jail and began ignoring Constitutional rights of detainees and inmates. Over the next 15 years, Mr. Dougherty continued to report and write on Arpaio. In 2004, Mr. Dougherty wrote a series of stories that infuriated the sheriff, (right) and eventually led to the sheriff pressing the Maricopa County Attorney to file criminal charges against Mr. Dougherty. When that failed, Arpaio convinced Maricopa County Attorney Andrew Thomas to initiate a Grand Jury investigation in the fall of 2007. The unprecedented assault on the First Amendment collapsed as outraged Americans protested the Grand Jury probe that sought the public’s internet web browsing history on New Times’ website. The 78-year-old sheriff is seeking is fifth term in office in 2008. Prominent Phoenix Attorney Michael Manning in April, 2008 requested the US Justice Department to conduct a civil rights investigation into the Maricopa Sheriff’s Office.
